Poll: Brazilian soccer player Kaka is Europe's best

MONTEVIDEO, Dec. 30 (Xinhua) -- Brazilian soccer midfielder Kaka playing for Milan soccer club of Italy was elected as Europe's best soccer player, according to a poll among American continent journalists published on Sunday by Uruguayan "El Pais" daily.

Kaka, 25, won the award by just one vote over Argentine soccer player Lionel Messi of Barcelona soccer club in Spain.

Third place was taken by Portuguese soccer player Crsitiano Ronaldo a Manchester United soccer club player in England, who at some time in the poll shared the temporary leadership together with the two South Americans.

In December the Federation of International Football Associations (FIFA) named Kaka Ricardo Izecson as Best Player of 2007, in a poll in which coaches and national soccer team captains participated, and he received twice as many votes as Messi and Brazilian soccer striker Ronaldo.

The other soccer players that followed in the poll carried out by Uruguayan dail "El Pais" were Italian native Andrea Pirlo (Milan soccer club, Italy), Spanish native Cesc Fabregas (Arsenal soccer club, England), among many others.

China´s largest project in Ethiopia going well

Ethiopia has become one of China's biggest cooperative partners in Africa since last year's China-Africa summit. A zero-tariff policy has greatly increased Ethiopia's exports to China and an agriculture demonstration center is being set up in the country. Ethiopia's first overpass construction project using an interest-free loan from China is also going smoothly.

The Gotera overpass is China's largest project in Ethiopia. It will be the country's first ever overpass. Total investment in the massive project has reached 85 million yuan.

The overpass is at a traffic hub in the Gotera district of the capital city, Addis Abeba. It will connect the airport, the Djibouti port and the headquarters of the African Union. The four trunk road is over eight kilometers long, and is expected to be put into use in the second half of next year.

Lin Lin, Chinese ambassador to Ethiopia, said "At last year's summit, China pledged eight policy measures to assist construction projects in African countries including debt reduction, tariff cuts and increasing aid and investment, as well as increasing aid. Ethiopia is the major beneficiary of these policies."

The overpass project is a landmark of Chinese aid project in Ethiopia following the China-Africa summit. It's expected to have a far reaching impact on cooperation between the two countries in the future.

College student quits school after big lottery win

NANJING, Dec. 27 (Xinhua) -- A college student who quit school after winning a five million yuan (around 683,000 U.S. dollars) lottery in east China's Jiangsu Province has sparked intense debate -- and a rush for lottery tickets -- among his fellow students and local residents.
The former second-year student at the Jiangsu Maritime Institute, who gave his name as Xiaoyong, learned of his luck from a local newspaper.
According to his roommates, he cried out "I am the winner" upon reading about his win. He "did not even finish brushing when he began to tell the news to everyone he met," said one of his roommates.
Xiaoyong, the only first-prize winner in that drawing of the China Welfare Lottery, left school the day he cashed in the prize, one of his teachers confirmed.
"We don't know whether he will return or not," the teacher said. "We hope he will finish his college education."
His former classmates are avidly discussing his luck and spreading his zero-to-hero legend.
In some local university forums on the Internet, many students have voiced their envy and discussed their plans to buy lottery tickets, and that has some professors worried. "It is too distracting and unrealistic for a college student to base his dreams on risky lotteries," said Ji Zongshao, a professor at Nanjing Normal University.
But that hasn't deterred swarms of students from visiting the lottery stand near Nanjing Baixia Road where Xiaoyong bought his winning ticket.
"Ticket sales doubled today," said the owner of the lottery stand, surnamed Wang.
"We also want to win five million yuan so we'll try our luck at this auspicious stand," said someone in the queue.

LOS ANGELES, Dec. 25 (Xinhua) -- A female Siberian tiger was shot dead Tuesday evening by police at San Francisco Zoo after it escaped from its grotto and attacked visitors, leaving one dead and two others injured, police said.
The incident happened about 20 minutes after the zoo's closing time on Christmas Day, according to a report by the San Francisco Chronicle newspaper on its website.
The horrific attack by the 160-kg tiger, named Tatiana, came just around one year after the same animal almost chewed the arm off a zookeeper during a public feeding demonstration, the report said.
A California state investigation later ruled that the zoo was at fault for last year's attack because of the way the cages were configured.
Officials said the zoo would be closed Wednesday out of respect for the unnamed victims, who were described by authorities as men in their 20s.
One of the victims was killed outside the grotto where the tigers are kept, while the other two men were attacked near a café on the east end of the zoo, where the tiger was shot dead by police officers.
Investigators plan to comb the zoo Wednesday to piece together how the tiger escaped from its grotto, which is surrounded by a 4.5-meter-wide moat and 6-meter-tall wall, zoo officials said.
Despite earlier worries, three other tigers kept in the grotto didn't escape into public areas, said San Francisco Fire Department spokesman Ken Smith.
San Francisco Zoo has two different tiger species in captivity, Siberian and Sumatran. More humans die each year in tiger attacks than attacks by any other animals, although such incidents are rare since tigers normally avoid people, according to the website.

BEIJING, Dec. 27 -- Hotel heiress Paris Hilton's potential inheritance dramatically diminished after her grandfather Barron Hilton announced plans on Wednesday to donate 97 percent of his 2.3 billion U.S. dollars fortune to charity. 　
That wealth includes 1.2 billion dollars Barron Hilton stands to earn from both the recent sale of Hilton Hotels Corp. -- started by his father Conrad in 1919 when he bought a small hotel in Cisco, Texas -- and pending sale of the world's biggest casino company, Harrah's Entertainment Inc.
That money will be placed in a charitable trust that will eventually benefit the Conrad N. Hilton Foundation, raising its total value to about 4.5 billion dollars, the foundation said in a statement.
Barron Hilton, chairman of the foundation, intends "to contribute 97 percent of his entire net worth, estimated today at 2.3 billion dollars, including the created trusts, at whatever value it is at the time of his passing," the foundation said.
Paris Hilton was not immediately available for comment on her grandfather's plans for his fortune.

ISLAMABAD, Dec. 27 (Xinhua) -- Former Pakistani Prime Minister Benazir Bhutto was killed in a suicide attack Thursday near the capital Islamabad Thursday, her party and interior ministry said.
The suicide attacker first opened fire at her as she got into her car and then blew himself near the car after Bhutto finished addressing an election rally in a park in Rawalpindi, some 30 kms south from Islamabad.
Police confirmed that Bhutto was shot by her attacker before he blew himself up in a suicide bomb attack Thursday outside a campaign rally. Witnesses said that around 20 other people were also killed and more than 40 injured in the attack.
Bhutto and her secretary Naheed Khan were taken to a local hospital in the city where she succumbed to injuries.
Information Secretary of Bhutto's Pakistan Peoples Party (PPP) Sherry Rehman was also injured.
Interior ministry Spokesman Brig (Retd) Javed Iqbal Cheema said that the attacker struck while Bhutto was leaving the venue and the blast severely damaged her vehicle.
Doctors said that Bhutto was hit at her neck and chest and they tried to save her life.
Rehman Malik, Bhutto's security advisor, confirmed her death at6:13 p.m. (1313 GMT)
Former Prime Minister Nawaz Sharif went to the hospital and expressed condolences with PPP leaders and workers and condemned the assassination.
He announced cancellation of election campaign of his party as a sign of solidarity with the PPP.

Bhutto, leader of the opposition Pakistan People's Party, served twice as Pakistan's prime minister between 1988 and 1996. She had returned to Pakistan on Oct. 18 after an eight-year exile.
Born on June 21, 1953 in the southern Pakistani city of Karachi, Bhutto was the first woman to be a prime minister of the Muslim world. She was twice elected prime minister of Pakistan between 1988 and 1996.
Pakistani President Pervez Musharraf is holding an emergency meeting at the presidency Thursday with top government officials after the assassination of Bhutto, state-run television reported.
Musharraf appealed to the nation to remain peaceful after the death of Bhutto "so that the evil designs of terrorists can be defeated," state TV said.

Cabinet approves 2008 draft budget

The Japanese government has approved a draft budget for the next fiscal year, beginning in April, at a Cabinet meeting on Monday.

The draft budget of 83.06 trillion yen, or about 728 billion US dollars, is the 2nd largest ever. It's 0.2 percent more than the initial budget for the current fiscal year and would be a 2nd consecutive annual increase.

The draft calls for spending 47.28 trillion yen, or about 414 billion dollars, up 0.7 percent, to implement policy programs.

Spending for increased social security costs due to an aging society rises by 3 percent and expenditures for education and encouraging scientific development will be up a half-percent.

Spending for public works projects and official aid to developing countries will decrease -- by 3.1 percent and 4 percent respectively, while spending for national defense will increase a half-percentage point.

The allocation of tax revenues to local governments would increase 4.6 percent. Debt-servicing costs would be down 4 percent to 20.16 trillion yen, or about 176 billion dollars.

The government expects tax revenues of 53.55 trillion yen, or 469 billion dollars, up 0.2 percent from fiscal 2007.

The issuance of deficit-covering bonds would be 25.34 trillion yen, or about 222 billion dollars, down 0.3 percent. This is 4th consecutive annual decline in new issuance of government bonds. But 30 percent of annual expenditures would still depend on bond issuance.

The balance of government bonds is to increase more than 6 trillion yen, or about 52 billion dollars, and top 553 trillion yen, or about 4.8 trillion dollars.

The government will submit the draft budget to Parliament for its approval in January.

Anglicans: England is not a Catholic nation

The Church of England has rejected claims that the Roman Catholic Church has overtaken it as the country's dominant Christian denomination.

However, Church of England leaders have disputed the statistics, saying that they were misleading and did not provide a fair comparison.

The Church was nevertheless put on the defensive by the figures, which coincided with the long-predicted news that Tony Blair had converted to Catholicism on Friday.

Mr Blair was brought up in the Church of England but his wife, Cherie, is a practising Catholic.

The former prime minister was received into the faith at a service in the private chapel of Cardinal Cormac Murphy-O'Connor, the head of the Catholic Church in England and Wales.

Critics are certain to use the developments to intensify their demands for the Church of England to be stripped of its historic established status.

Peter Brierley, the former executive director of the organisation - which helped compile the data for The Sunday Telegraph - said that Catholic congregations had been swollen by the large influx of immigrants from eastern Europe in recent years. "There's been a substantial number of Poles coming in and 85 per cent of them are Catholic so that's going to boost numbers," he said. A spokesman for the Catholic Church said that the figures for Mass attendance sounded "about right", although he stressed that there were no precise statistics. But a representative of the Church of England said that Christian Research had seriously underestimated its churchgoing numbers. The Rev Lynda Barley, the head of research for the Church, said that official statistics for 2006 had not yet been compiled, but she expected them to be broadly in line with the usual Sunday attendance figures of 2005, which were 993,000. She said that Christian Research based its figures on just one Sunday, whereas the Church conducted a detailed head count of worshippers over four Sundays in October to produce an average. She added that, as Anglicans were not under the same obligation as Catholics to go to church every Sunday, a more accurate comparison was the average attendance at all Church of England services, both weekday and Sunday, over a month. That figure stood at 1.7 million, she said. She said that while the Church of England encouraged adherents to go to worship weekly, many who only went once or twice a year could consider themselves full members of the Church. Historically, Catholic Sunday attendance has been higher than that of Anglicans, but it has faced a steeper fall in recent years. This is now being offset by immigration. The Dean of Southwark, the Very Rev Colin Slee, said: "The figures are quite misleading. They provide no reasonable comparison. The dioceses of London and Southwark have been growing for 10 years. "In the Church of England we have 1.7 million people coming to church over a month. I don't think that represents decline at all." The dean said that he wished Mr Blair "good luck" over his reception into the Catholic Church, saying that it could be extremely difficult for married partners who worshipped in different denominations. But Mr Blair received a less warm welcome from some Catholics, including his fellow convert and politician Ann Widdecombe, the former Tory minister, who suggested that double standards may have been involved. "At the point you are received you have to say individually and out loud, 'I believe everything the Church teaches to be revealed truth'," said Miss Widdecombe, who converted in 1993. "That means if you previously had any problems with Church teaching, as Tony Blair obviously did over abortion, as he did again over Sunday trading, you would have to say you changed your mind. "And I think people will want to know that he did go through that process, because otherwise it will seem as if the Church did make an exception for somebody just because of who he is."

LONDON, Dec. 23 (Xinhua) -- Britain's Queen Elizabeth II has joined the YouTube community as she launched her own Royal Channel on the popular video-sharing website Sunday, local media reported.

The 81-year-old Queen will use the YouTube to send out her 50th televised Christmas message, which she first delivered live to the nation and its colonies on Dec. 25, 1957.

Buckingham Palace has posted the Queen's first Christmas message footage on the channel.

This year's Christmas broadcast will appear on this channel at approximately 1500 GMT on Christmas Day.

"The royal channel is a way of bringing the queen's Christmas message to more people of all ages across the world and keeping up with technological innovation as the queen has always done," a royal spokeswoman was quoted as saying.

The Palace has begun posting archive and recent footage of the Queen and other royals on the channel and has also planned to add new clips regularly.

Web surfers will be able to view these rare archive footages, such as a silent newsreel of the Queen Mother's wedding in 1923, an earlier film of Queen Alexandra visiting rose sellers in London's West End, as well as clips of royal daily life and tours overseas, just to list a few.

Showing a canny knack for keeping ahead of the times, the Queen launched an official Internet website for the British monarchy in 1997, owned an iPod since 2005, and last year her Christmas message was made available as a podcast for the first time, the report said.

YouTube, founded in 2005 and bought by Google last year, allows any users including 10 Downing Street to upload, view and share video clips, gaining large popularity.
