Myanmar welcomes int'l assistance for cyclone victims

JAKARTA, May 9 (Xinhua) -- The Myanmar government has made it clear that it welcomes other countries' efforts to extend humanitarian assistance for the victims of Cyclone Nargis which hit the country last week, an Indonesian foreign ministry spokesman said.

Myanmar's attitude was expressed by its foreign minister, U Nyan Win, to his Indonesian counterpart, Hassan Wirajudha, by telephone, Antara news agency quoted the ministry's spokesman, Kristiarto Soeryo Legowo, as saying on Friday.

At least 22,500 people were killed and 41,000 others went missing when Cyclone Nagris swept through Myanmar recently.

Legowo said some countries had asked Indonesia to sound out the Myanmar administration on whether it was willing to accept international assistance.

He said the two foreign ministers in their telephone conversation did not discuss conditions foreign countries or international organizations had to meet to provide relief aid for the disaster victims. The Myanmar foreign minister had only said that given the extent of the damage and the huge number of fatalities the cyclone had caused, the Myanmar government would welcome international humanitarian assistance.

Indonesia has sent relief aid in kind and one million U.S. dollars in funds to Myanmar to help the victims of Cyclone Nargis.

Earlier, United Nations Secretary General Ban Ki-moon said in a statement that the cyclone in Myanmar had destroyed the homes of one million people.

YANGON, May 9 (Xinhua) -- Myanmar has accepted an offer of the United States to send humanitarian aid to the country's cyclone victims, state radio reported Friday in a night broadcast.

Myanmar Deputy Foreign Minister U Kyaw Thu gave the assurance Friday to the Charge d'affaires of the United States Shari Villarosa, saying that the country is receiving such relief aid from any country without discrimination at this time according to its policy dealing with the disaster, the report said. Myanmar cyclone death toll rises to 23,335

YANGON, May 9 (Xinhua) -- The death toll of Myanmar's cyclone disaster rose by 338 to 23,335 from 22,997, according to a news report of the state radio Friday evening.

Altogether 37,019 people remained missing, down from 42,119, the report said, adding that the number of the injured stood 1,403. Full story

UN launches $187 mln appeal for cyclone-hit Myanmar

UNITED NATIONS, May 9 (Xinhua) -- The United Nations launched a flash appeal for 187 million U.S. dollars on Friday to aid more than 1.5 million victims of Cyclone Nargis, which struck Myanmar last week.

The flash appeal would enable 10 UN organizations and nine nongovernmental organizations to "support the government of Myanmar in addressing the needs of more than 1,500,000 people affected by the cyclone," said a UN statement. Full story

Myanmar: Death toll more than 15,000

YANGON, Myanmar (CNN) -- The death toll from the Myanmar cyclone is more than 15,000 people, Myanmar's government has said, with at least 10,000 killed in the township of Bogalay alone, according to the Chinese state-run news agency Xinhua.
Survivors were facing their third night without electricity in the aftermath of the historic cyclone that also clogged roads with thousands of downed trees.

Diplomats were summoned to a government briefing Monday as the reclusive southeast Asian country's ruling military junta issued a rare appeal for international assistance in the face of an escalating humanitarian crisis.

A state of emergency was declared across much of the country following the 10-hour storm that left swathes of destruction in its wake.

The death toll of more than 15,000, official sources told Xinhua, makes the weekend cyclone the deadliest natural disaster to hit Myanmar in recent history, according to figures compiled by a U.N.-funded disaster database.

The toll eclipses that from a 1926 wind storm that killed about 2,700 people in the country, according to the database.

The assessment is bleak, Kyi Minn of the international aid group World Vision told CNN Tuesday.

"It could be worse than (the) tsunami," Minn said, comparing the cyclone's impact on Myanmar to the damage caused there following the tsunami that struck the region in late 20That tsunami was triggered by a a massive earthquake off the coast of Indonesia. It killed more than 150,000 across the region.

Minn said clean drinking water, food, medicine and shelter are all at a premium in southern Myanmar.

The government of neighboring Thailand said Myanmar's leaders had already requested food, medical supplies and construction equipment, AP reported. The first plane-load of supplies was due to arrive Tuesday, a Thai spokesman said.

United Nations Secretary-General Ban Ki-moon said in a statement he was "deeply saddened by the loss of life and the destruction suffered by the people of Myanmar" and pledged to mobilize international aid and assistance as needed.

A United Nations Disaster Assessment and Coordination team is on stand-by to assist the government in responding to humanitarian needs if required, the statement said.

Scenes of the destruction showed extensive flooding, boats on their sides in Yangon harbor, roofs ripped off buildings, uprooted trees and downed power lines after cyclone Nargis battered the Irrawaddy delta with 150 mile (240 km/h) an hour winds throughout Friday night and Saturday morning, dumping 20 inches of rain. Residents of Yangon trudged through knee-deep swirling brown waters Monday as the delta city remained mostly without electricity and phone connections.

The U.S. Embassy in Myanmar has issued a "disaster declaration" in the country and authorized the release of $250,000 for cyclone relief efforts, Deputy State Department spokesman Tom Casey said Monday.

A disaster relief team is standing by, Casey said, but the Myanmar government had not given permission for the team to enter the country.

U.S. first lady Laura Bush blasted the military government, saying the lack of warning before the deadly cyclone hit was the latest example of "the junta's failure to meet its people's basic needs."

Hakan Tongkul, with the United Nation's World Food Programme, said residents in Yangon needed urgent assistance. "This has pushed people to the edge. All that they have has been blown away." Video Watch the cyclone hammer Yangon »

Michael Annear, regional disaster manger for the Red Cross, said the group was helping provide safe drinking water.

Relief agencies met at the United Nations' Bangkok headquarters Monday to coordinate their response to the disaster. The International Federation of Red Cross and Red Crescent Societies said it had released 200,000 Swiss Francs (about $190,000) to help with the aftermath.

A state of emergency was declared Sunday across five regions: the city of Yangon, Irrawaddy, Pegu and the states of Karen and Mon. All flights to Yangon, the former capital, were canceled.

"Most Burmese with whom we've been in touch report they lost their roofs, although so far everyone we have been able to contact reports that they and their families are safe," said a Yangon-based diplomat who requested anonymity because he was not authorized to speak to the media. Most telephone and cell phone service was down in Yangon, a city of about 6.5 million people, according to Dan Rivers, a CNN correspondent in the country.

In some places, the price of fuel had quadrupled to $10 a gallon. Even with that price lines for gas stretched around the block and some sought to buy gas on the black market.

The main water supply has been cut in many areas and power lines are down, Rivers reported.

Earlier Monday, an editor for an independent Myanmar newspaper based in Thailand told CNN that people in the Southeast Asian nation were angry over the response to the disaster by the ruling military junta.

Khin Maung Win, a spokesman for the Democratic Voice of Burma -- a broadcast media group run by opposition expatriates -- said the whole of the delta region had been affected and entire villages had disappeared.

Pictures from inside the country showed a cyclone-ravaged region with tin huts crushed under trees. Bicyclists navigated around large branches that littered the deserted roads.

A man with his pant legs rolled up waded through knee-deep water and strained to clear massive limbs that were blocking the entrance to a house.

Despite widespread damage, Myanmar's junta plans to proceed with a referendum on the country's constitution on May 10 -- the fourth step of a "seven-step road map to democracy" -- according to state-run media reports. Learn more about Myanmar »

A critic of Myanmar's government said the referendum must be postponed. "They would be very stupid to go ahead with it," said Khin Maung Win with Democratic Voice of Burma, a broadcast media group run by opposition expatriates. "Thousands of people are dying or missing. It is very difficult to get around or get food and water. How can people vote?"

Myanmar, formerly called Burma, last held multi-party elections in 1990, when Aung San Suu Kyi's National League for Democracy handily won. The military junta ignored the results. Suu Kyi, who is currently under house arrest, has been in detention without trial for more than 12 of the past 18 years

YANGON, May 3 (Xinhua) -- Some people in Myanmar's biggest city of Yangon were busy with cutting and clearing fallen trees Saturday afternoon in the wake of a midnight-to-noon violent and deadly cyclone storm Nargis, which Yangon residents have never experienced in the past six decades.

Taking the interval that the cyclone stopped on Saturday afternoon, housewives were also seen rushing for food after they were trapped for over 10 hours at home without food from Friday midnight when the Nargis, which occurred on the Bay of Bengal, stormed the under-developed old capital.

The terrible cyclone, at a wind speed of about 192 kilometers per hour, has almost totally devastated the former capital.

Major infrastructures related to municipality, telecommunications, transport, electric power and water supply as well as private apartment buildings were hard hit by the severe cyclone.

Observers here estimate that it needs years of endeavors to rebuild the city.

On Friday midnight, the Nargis started to emerge amid warning. As the storm wind became stronger, people woke up to witness the onslaught of the cyclone all night. With wind blowing sound turning louder, many zinc roofs atop various buildings were torn off one after another, falling on streets amid the heavy rain.

Windows were crushed, satellite dishes were stricken to deformation, dropping from atop.

Almost all giant commercial advertisement signboards were even blown to pieces scattering on the streets.

Unable to withstand the strong wind, many big and old-aged trees on the streets, gardens and private residences fell one after another, turning Yangon into a forest city overnight.

The storm also cut off electricity in the city.

Buses stopped running and all flight and train schedules were suspended.

The Nargis has lashed coastal regions of the country's southwestern Ayeyawaddy division since Friday morning, covering Haing Gyi Island, Pathein, Myaungmya, Laputta, Mawlamyinegyun, Kyaiklat, Phyarpon and Bogalay.

The State Radio confirmed in a night broadcast that some of these areas were almost totally destroyed.

Up to five vessels capsized in the Yangon Port, and an investigation is underway for casualties and loss.

Meanwhile, Myanmar declared three divisions Yangon, Bago and Ayeyawaddy and two states Kayin and Mon as natural-disaster-hit regions.

A national central committee for prevention of natural disaster was also formed with Prime Minister General Thein Sein as Chairman to promptly and effectively carry out relief and resettlement tasks.

U.S. envoy: Myanmar deaths may top 100,000

A senior U.S. diplomat in Myanmar said the death toll in cyclone Nargis that swept Myanmar's five divisions and states may exceed 100,000, according to media reports Thursday.
"The information we are receiving indicates over 100,000 deaths," said Shari Villarosa, the U.S. charge d'affaires in Yangon, "I think most of the damage was caused by these 12-foot storm surges."
The death toll is about 23,000 according to the Myanmar state radio by Wednesday night, and the number of missing has risen to 42,119. But Villarosa said 70,000 people are missing in the Irrawaddy Delta, which has a population of nearly 6 million people.
Villarosa said the U.S. figure is based on data from an international non-governmental organization, without naming the group.
"I can only assume that the longer the delay, the more victims that are created," she said.

Venezuela confirms death of Colombian drug lord

CARACAS, Feb. 1 (Xinhua) -- The death of Colombian drug trafficker Wilber Varela in Venezuela was confirmed on Friday by the Venezuela's National Anti Drugs Organization's director Nestor Luis Reverol.

"It has been reliably determined that he is drug trafficker Wilber Varela. Thirty-two coinciding characteristics have been verified," said Reverol.

On Wednesday, a person was found shot to death with seven bullet holes in a beach resort hut of Lomas de Los Angeles sector in Venezuelan city of Merida, and his fingerprints, among other characteristics, matched those of Wilber Varela, said Reverol.

Varela, alias "Jabona" (Soap), was one of Colombia's most notorious drug trafficker on the run and was sought by the U.S. Drug Enforcement Agency. He was allegedly one of the main chiefs of the Norte del Valle drug cartel.

The United States accuses this illicit drug trafficking organization of being responsible for 70 percent of the cocaine sent from Colombia to the United States and had offered a five million-U.S. dollar reward for capturing Varela

Colombian media had announced on Thursday the death of Varela and his bodyguard. Reverol said that Varela's corpse will be formally handed over to Colombian officials.

20 killed in bus blast in Sri Lanka

COLOMBO, Feb. 2 (Xinhua) -- At least 20 civilians were killed and over 50 others injured in a powerful bomb explosion that hit a private bus in Sri Lanka's Central Province early Saturday morning, and the military said Tamil Tiger rebels were behind the blast.

Military Spokesman Udaya Nanayakkara said the bus was plying from Kandy to Anuradhapura when it was caught in the explosion at Dambulla, about 150 km northeast of Colombo around 7 a.m. (0130 GMT).

"The majority of those passengers in the ill-fated bus were traveling to the city of Anuradhapura to attend a religious function," said Nanayakkara.

"Unable to face military pressure in the north, the LTTE (Liberation Tigers of Tamil Eelam) is targeting civilians in other areas," the spokesman added.

He said the LTTE is intensifying its terrorist activities as Sri Lanka prepares to celebrate its 60th Independence Day next Monday.

Nanayakkara said the police and the army have evacuated the injured to local hospitals for treatment.

This was the third bus targeted after a six-year truce between the government and the LTTE was scrapped on Jan. 16.

Intensive military conflicts are underway in the north, with the government determining to defeat the LTTE before the end of this year.

The military said more than 600 people have been killed in the escalating conflict since the Norwegian-brokered truce formally ended.

The LTTE has been fighting for a separate homeland for minority Tamils in the north and east for more than two decades, resulting in the death of more than 70,000 people.

In Iraq 73 people have been killed in explosions in the capital Baghdad. Officials and Police say the remote-controlled bombs were strapped to two mentally retarded women.

The coordinated attack targeted the city's pet bazaars and is the deadliest since the US sent thirty-thousand extra troops to the region.

According to Iraq's chief military spokesman in Baghdad, Brigadier General Qassim al-Moussawi, the explosives were strapped to two women with Down Syndrome.

They were detonated by remote control indicating the women may not have been willing attackers in what could be a new way for suspected Sunni insurgents to undermine stepped up security measures.

The first attack on Friday occurred in the central market, killing at least 46 people and wounding 100 others.

The weekly bazaar has been bombed several times since the US led invasion of Iraq, and has recently re-emerged as a popular place to shop, with improvements in security.

About twenty minutes later, the second bomb went off, this time in a bird market, in a predominantly Shiite area of the city, killing as many as 27 people and wounding 67.

One witness says the woman was selling birds, then blew herself up as people gathered around to look.

BEIJING, Feb. 2 (Xinhua) -- As of midnight Friday, the People's Liberation Army (PLA) of China had deployed 306,000 soldiers to combat the effects of the snow in the southern parts of the country, a military source said.

About 1.07 million militia and army reservists were participating in the weather relief effort, the PLA's emergency response group told Xinhua.

The PLA currently has 2.3 million troops.

Irregular tactics, including shooting power lines with submachine guns to shatter the ice, and resorting to tanks to crush ice on the road, were used frequently by soldiers.

Military vehicles such as field kitchen trucks and armored cars played an important role in de-icing and rescue missions. More than 100 aircraft and helicopters remained on standby, air force sources said.

Two AN-26 transport planes flew to the southwestern province of Guizhou in the early hours of Saturday, carrying 5.5 tons of relief material and equipment including food, medicine and quilts.

By 1:33 p.m. on Saturday, the first of six helicopters loaded with relief goods, deployed by the Chengdu Military Area in southwest China, flew to Yibin, Sichuan Province. The copters were to airdrop 5,500 quilts over snow-hit areas in Dazhou and Yibin's Changning County, which on top of the snow was hit by a medium-intensity earthquake early on Friday.

In the southern city of Guangzhou, about 1,500 soldiers helped maintain order at the train station.

Soldiers of the Hubei Military Area in central China helped local police to restore a 28-km section of the Beijing-Zhuhai Expressway, the country's key north-south trunk road, which had been closed by dangerous icing. Those efforts helped more than 6,000 vehicles and 12,000 stranded riders continue their journeys.

The snow, the heaviest in decades in many places, has been falling in China's eastern, central and southern regions for more than a fortnight. It has caused deaths, structural collapses, blackouts, accidents, transport problems and livestock and crop destruction.

"PLA headquarters and relevant military districts have had tanks and armored cars on standby and they can be put to use to break ice on the roads at the request of local governments," said Senior Colonel Tian Yixiang of the emergency response group.

"Whenever there is a disaster, the military is obliged to take part in the relief work," Tian said. "This is an obligation required by the Constitution and the laws. When manpower is needed, we send our men. When goods are needed, we offer our goods," he said.

LONDON, Jan. 17 (Xinhua) -- British Foreign Secretary David Miliband said on Thursday Russia's actions on British Council were "reprehensible" and "a stain on Russia's reputation."

"I think the whole House will agree that such actions are reprehensible, not worthy of a great country, and contrary to the letter and spirit of the legal framework under which the British Council operates -- notably international law, including the Vienna Conventions, and the UK/Russia 1994 bilateral agreement on cultural cooperation which Russia has ratified." Miliband said in a statement at the House of Commons.

"Russia's actions against the British Council are a stain on Russia's reputation and standing that will have been noted by countries all around the world." he said.

"Russia has failed to show any legal reasons under Russian or international law why the British Council should not continue to operate." said Miliband, adding "It has also failed to substantiate its claims that the British Council is avoiding paying tax."

"I am confident that the whole House will share the anger and dismay felt by this government at the actions of the Russian government. We saw similar actions during the Cold War but thought frankly they had been put behind us." he said.

However, Miliband said Britain regarded as "entirely separate issues" Litvinenko's murder and the activities of the British Council so that Britain decided not to take similar action against Russia's cultural activities in Britain.

Miliband noted that the immediate cost to the Russian people of the Russian government's actions was their lack of access to the benefits of British Council activity, and the longer term cost was their country's standing in the world as a responsible international player.

Miliband insisted that the British Council continue its work in Moscow, meeting the demand from as many as possible of the 1.25 million Russian citizens who used the council's services last year.

On Wednesday, British Council in Russia said it was "deeply concerned" about its staff's safety after its employees were interviewed by Russian security services and its St. Petersburg director were detained by Russian police.

The British Council is an organization that promotes cultural relations and arranges educational exchanges with other countries.

Russia in December ordered the closure of two regional offices of the British Council in Yekaterinburg and St. Petersburg from the start of the new year, citing illegal status and tax problems. However, the two British Council offices reopened on Monday after a holiday break.

On Monday, Russia called the reopening of British Council offices in this country a "deliberate provocation" and vowed to take new measures against the British cultural body while Britain stood firm on the issue that has further soured relations between the two countries.

British cultural officials have said Russia's decision to shut down the British Council offices was politically charged. But Moscow denied the claim.

Ties between Moscow and London have been bruised by the dispute over the poisoning case of former Russian agent Alexander Litvinenko.

Britain expelled four Russian diplomats in July last year due to Russia's refusal to extradite a main suspect in the case, Andrei Lugovoi, who was accused of murdering Litvinenko. Russia also expelled four British diplomats.

Son of bin Laden: I want to be ambassador for peace

BEIJING, Jan. 18 (Xinhuanet) -- Omar Osama bin Laden, son of al-Qaida leader Osama bin Laden, told media Thursday he wants to be an "ambassador for peace" between the Muslims and the West.

The 26-year-old said: "It's about changing the ideas of the Western mind. A lot of people think Arabs - especially the bin Ladens, especially the sons of Osama - are all terrorists. This is not the truth."

Omar, one of bin Laden's 19 children, left his father's side in 2000. He married a British women Jane Felix-Brwone in 2007 and lives in Saudi Arabia now.

Omar claimed that he had been trained in an al-Qaeda camp and lived with his father through the late 1990s.

But he didn't criticize his father. "My father thinks he will be good for defending the Arab people and stop anyone from hurting the Arab or Muslim people any place in the world," he said.

At least two of Osama bin Laden's sons, Hamza and Saad, are believed to have an active role in al-Qaida -- with Hamza believed to be in the Pakistan-Afghan border zone and Saad thought to be in Iran, perhaps in Iranian custody.

But most of the al-Qaida leader's children, like Omar, live as legitimate businessmen. The family as a whole disowned Osama in 1994 when Saudi Arabia stripped him of his citizenship because of his activities.

Bush: U.S. to withdraw 20,000 troops from Iraq by mid-year

KUWAIT CITY, Jan. 12 (Xinhua) -- U.S. President George W. Bush said on Saturday that his country is on track to complete the planned withdrawal of 20,000 troops from Iraq by mid-year.

Speaking at the U.S. military base of Camp Arifjan in Kuwait, Bush said "the only thing I can tell you is we're on track for what we've said was going to happen," according to local media.

He said that the build-up of U.S. troops in Iraq has improved security in Iraq embracing "significantly reduced" violence, "allowing some U.S. forces to return home."

"Levels of violence are significantly reduced. Hope is returning to Baghdad," he said, noting that the al-Qaida network in Iraq had been "dealt heavy blows."

He, however, reaffirmed his stance that reduced force levels will depend on conditions in Iraq and asked Gen. David Petraeus, the top U.S. commander in Iraq, to make the decision.

Gen. Petraeus and U.S. Ambassador to Iraq Ryan Crocker are scheduled to make a recommendation to Congress in March.

"My attitude is if he (Gen. Petraeus) didn't want to continue the drawdown, that's fine with me," Bush said.

After the report of Petraeus and Crocker to Congress in September, Bush announced the partial troops withdrawal from Iraq by July.

Bush, who arrived in Kuwait on Friday evening after visiting Israel and the Palestinian territories, met with Petraeus and Crocker at Camp Arifjan, which serves as a staging ground for forces deploying to Iraq.

UN, Iranian nuclear chiefs meet in Tehran

Mohammed Elbaradei's visit to Tehran is critical to a report that was supposed to be wrapped up by December, but was apparently postponed till March at Tehran's request.

Elbaradei said he has asked the head of Iran's Atomic Energy Organization, Gholam Reza Aghazadeh, for better transparency and assurances.

Mohammed Elbaradei, IAEA chief, said, "I think if we are able to clarify all the past activities and also have a good grasp of present nuclear activities that will facilitate building confidence about Iran's future nuclear activities."

The talks come at a time when international concerns over Iran's program have mellowed in the wake of a US intelligence report last month.

It concluded Iran had stopped its nuclear weapons program in late 2003 and had not resumed it since.

In November, an IAEA report said Iran had been truthful about its past uranium enrichment activities.

Aghazadeh expressed confidence that the IAEA will be able to submit its final report in March.

He also said Iran will continue its cooperation with the IAEA to resolve all outstanding issues completely.

ကတ္ဗယ္အား သတ္ျဖတ္မႈတြင္ ပါ၀င္ပတ္သက္သည္ဟုလည္း စြဲခ်က္တင္ထားသည္။ ၎သည္လြန္ခဲ့ေသာ
ငါးႏွစ္တာကာလအတြင္း မူးယစ္ေဆး၀ါးေမွာင္ခုိေရာင္း၀ယ္သူ အဂလီေရာ့တီထံမွ အနည္းဆံုး ေဒၚလာ တစ္
