A newspaper has reported that a wedding is expected for early February.
Mr Sarkozy joked: "It isn't the [Journal du Dimanche newspaper] that will set the date."
The 52 year-old president, who divorced his wife Cecilia three months ago, was widely photographed with Miss Bruni, 39, as the couple spent their Christmas holidays in Egypt.
Bruni and Sarkozy spent Christmas in EgyptMedia commentators and the opposition Socialists have criticised the president for holidaying with his girlfriend while the French at home were grappling with inflation and a sluggish economy.
After eight months in office, Mr Sarkozy has suffered a worrying drop in his approval rating with the CSA polling agency finding that only 48 percent now trust the president to run the country - a fall of seven points on December.
The president is holding a two-hour news conference to outline future steps in his reform agenda and address questions over his private life.
The Education minister Xavier Darcos defended the president.
"I believe that a happy president, and I was about to say a president in love, is a president that has without a doubt more of a bounce in his step and will be more energetic and efficient in fulfilling his duties," Mr Darcos said in a television interview.
"The French people will have to get used to modernity," he said.
"There is nothing more natural than to show ourselves as we are, to be transparent, open as you would expect a modern couple to be," he said.
India officials, due to welcome the French president to their country on January 24, said India was ready to treat Miss Bruni as France's first lady if she accompanies him on the state visit.
